Puget Sound Naval Shipyard (PSNS) is the primary location for attack submarine and aircraft carrier maintenance on the West Coast, while the Trident Refit Facility Bangor (TRFB) tends to the West Coast ballistic missile submarine fleet. The U.S. Navy faced a critical infrastructure challenge when inspections at Puget Sound Naval Shipyard (PSNS) and Trident Refit Facility Bangor (TRFB) revealed that four of the seven dry docks were at risk of collapse during a Level 2 seismic event. An Alberici joint venture
(Kiewit-Alberici SIOP MACC AJV) was selected under the NAVFAC Pacific Shipyard Infrastructure Optimization
Program (SIOP) Multiple Award Construction Contract (MACC) to perform seismic mitigation upgrades. This fast-track design-build contract was completed in just
over six months during a consolidated emergency closure.
The Kiewit-Alberici joint venture immediately mobilized a sizable equipment fleet and workforce, arriving within the security fence within 72 hours of contract award. The scope of work included extensive structural reinforcement measures, most notably the installation of tie-back anchors through the dry dock walls. Much of the work occurred within highly constrained and secure environments, requiring intensive coordination, significant marine operations, and round-the-clock execution.

Challenge met
The entire team, including Kiewit-Alberici, the Navy, and subcontractors, embraced a collaborative teaming philosophy, emphasizing transparency and value-added input. During the design phase, the joint venture’s management team actively participated, proposing innovative methods like bypassing the need for large scaffolding through changes in water levels, crucial for meeting the compressed schedule. The Kiewit-Alberici team’s readily available marine equipment fleet and experienced personnel facilitated successful execution. Senior leadership remained engaged throughout, ensuring informed decision-making and mitigating associated risks.
After successfully completing the upgrades within the six-month emergency closure, the joint venture was awarded as second contract at PSNS to continue seismic upgrades to Dry Dock 4. The ongoing improvements are significantly enhancing structural integrity while protecting the workforce, surrounding community, environment, and mission-critical naval assets. Working in close coordination with NAVFAC, Naval Sea Systems Command, and shipyard stakeholders, the Kiewit-Alberici team is supporting the Navy’s broader modernization and resiliency goals.
