The challenge

The Union Station Enhancement Project (USEP) will play a pivotal role in in bringing faster, more frequent GO service to core segments of the GO rail network.

Alberici is a member of the ONTrack Alliance, who is currently upgrading the historic 1927 train station to support the creation of a network that has the capacity to deliver two-way, all-day service every 15 minutes or better along core segments of the GO rail network.

Improvements to Union Station are being completed in phases as part of GO Expansion and will allow for approximately 80 trains per hour – quadruple the current level – to move through the station.

Work is well underway and includes the following improvements:

  • Improved GO train platforms with canopies
  • More stairs and elevators to access platforms
  • A continuous concourse between Bay and York streets

With this expansion, GO will better serve the thousands of passengers who move through Union Station each day and will make the station less crowded, more convenient and comfortable for customers.

The project is the first major project in Canada to be procured with the alliance contracting model. Beginning with early planning and procurement, ONTrack Alliance, made up of Metrolinx, Infrastructure Ontario, Alberici, Kiewit, WSP Canada, and Mass Electric, has and continues to work as a single, integrated team. ONTrack Alliance is the first organization in Canada to achieve international certification for collaborative business relationship management systems (ISO 44001:2017).

Challenge met

Major structural work includes demolition of 8,500 cubic meters of concrete, excavation of 30,000 cubic meters of fill and installation of 14,000 cubic meters of new concrete. Preparing to excavate, we constructed a secant pile wall with bored piles up to 150 cm in diameter, bored 1.5 meters including a one-meter rock socket.

We are relocating fiber optic cables that run the length of Union Station, relocating electric utility rooms, and preparing foundation structures and temporary support systems needed to expand platforms and build concourses.

Our Alliance continues to develop extensive traffic management plans in conjunction with the City of Toronto Traffic Planning Department to support safe, efficient access to the Union Station Rail Corridor through designated gates.

USEP is an extremely complex construction project spanning from Union Station to the Don River. ONTrack Alliance’s success in managing substantial scope changes has been largely due to the Alliance contracting model. This collaborative approach has been instrumental in maintaining continuous operations, allowing us to efficiently navigate hidden conditions, scope adjustments, and RFIs that would normally cause delays, ensuring that challenges are addressed and resolved together within the Alliance framework.
