An Alberici joint venture faced several challenges while constructing the Santa Margarita Conjunctive Use Facility for the Fallbrook Public Utility District. These challenges included managing the construction of an advanced water treatment plant (AWTP) with complex process systems, remediating a site with more than 16,000 cubic yards of contaminated soil, coordinating with the community to maintain positive relations, and installing nearly 12,500 linear feet of 24-inch cement mortar lined and coated (CMLC) welded steel pipe along county roads and District easements.

To overcome the challenges during the construction of the Santa Margarita Conjunctive Use Facility, the Alberici joint venture employed meticulous planning, coordination, and
innovation. Skilled experts managed the complex process systems at the advanced water treatment plant (AWTP) to ensure effective iron and manganese removal and reverse
osmosis. They remediated the contaminated site, reconditioned the soil, and established a solid foundation for the new facility. Maintaining constant communication and coordination with the community, including neighbors and the Fallbrook Public Utility District, helped maintain positive relations during the construction near residential areas. The team seamlessly integrated the new 4 MG steel water tank and booster pump station into the existing water distribution system, minimizing disruptions. Their careful planning, execution, and collaboration delivered a crucial water facility, resolving a long-standing legal battle while meeting the community’s water needs and reducing dependence on imported water.
