The Alberici / Ulliman Schutte joint venture faces the challenge of simultaneously managing and constructing two critical projects, the Advanced Nutrient Reduction Improvements (ANRI) at the James River Treatment Plant and the new James River Sustainable Water Initiative for Tomorrow (SWIFT) Facility. These projects are essential for Hampton Roads Sanitation District’s (HRSD) SWIFT program, which aims to recharge the Potomac Aquifer with up to 100 million gallons of water daily to ensure a sustainable groundwater source and address environmental issues in Virginia, including Chesapeake Bay restoration, sea level rise, and saltwater intrusion.

Challenge met
The joint venture worked collaboratively with HRSD to achieve significant cost savings of $20 million through value engineering, streamlining the secondary clarifiers arrangement within the ANRI facility. To have a lasting, positive impact on the community and waterways, the team developed an extensive community commitment plan, encompassing philanthropic efforts, community education and engagement, volunteerism, corporate responsibility, and workforce development. Community benefits include creating new walking trails, public access to scenic views and the marina, an administration building with community meeting space, open space easement on waterfront property, and funding for city trail maintenance and park assets. These initiatives ensure that the projects not only serve HRSD’s environmental goals but also contribute positively to the local community.
