Alberici Strengthens Water & Wastewater Portfolio with Acquisition of Filanc
California-based Filanc has over 250 employees and recorded revenues of more than $100 million in 2022
Alberici Constructors, Inc., is building on its top-ranked water (Engineering News Record Midwest, 2023) and wastewater business with the acquisition of nationally ranked and pioneering J.R. Filanc Construction Co. Filanc is a 71-year-old general engineering and design-build contractor that builds, renovates, and expands water and wastewater treatment, biosolids management, waste-to-energy facilities and pipeline conveyance infrastructure. Based in Escondido, California, Filanc has regional offices in Phoenix Arizona and Denver Colorado and employs over 250. Filanc recorded revenues of more than $100 million in 2022 and is led by CEO Mark Filanc, the son of founder Jack Filanc. Terms of the acquisition were not disclosed.

Hesser said that founder Jack Filanc was an early adopter to design-build, tailoring it to California’s stringent clean water and environmental mandates. Filanc ultimately pioneered design-build delivery for public works projects in California beginning in the 1990s. Since its founding in 1952, Filanc has completed hundreds of highly complex water, wastewater, and environment-related projects for public, private, and federal sectors in the Western United States.
“The addition of Filanc will significantly increase Alberici’s geographic reach and their robust resume for delivering advanced water treatment facilities will enhance our already strong water and wastewater capabilities while positioning Alberici for growth,” said Hesser.
Filanc is annually ranked in Engineering News Record’s (ENR) Top 200 Environmental Companies, most recently ranking 102nd in the nation in 2021. Filanc also earned a spot on ENR’s Top 500 Design Firms that year, reflecting its robust and fully integrated in-house design capabilities.

Filanc builds and provides maintenance and upgrades to water, wastewater, water supply, and environmental projects ranging in size from under $5 million to $200 million. The company’s “Master Builder” status defines Filanc’s seamlessly integrated in-house design and construction capabilities to efficiently deliver infrastructure projects such as pump stations, pipelines, and other mechanical systems and their maintenance.
Filanc’s most recent benchmark projects include a $59 million joint-venture with Alberici in 2021 for the Santa Margarita Conjunctive Use Facility in Fallbrook, California that included plant and pipeline work. Filanc also recently completed the City of Escondido’s $65 million, Membrane Filtration Reverse Osmosis Facility for Agriculture progressive design-build project anew wastewater facility that produces four million gallons daily (MGD) of treated, recycled water for irrigation that is a sustainable, and affordable water source for local agriculture. Filanc was also the design-builder of the $78 million Morro Bay Water Reclamation project in Morro Bay, Ca., a new state-of-the-art water reclamation and advanced water treatment facility built on a greenfield site.
Filanc CEO Mark Filanc and President Omar Rodea will remain with the firm as it is integrated into Alberici’s water market.
